FreeEMS 0.0.19 Doxygenated

New Features:

• Almost all the code is doxygen commented
• The Makefile has been majorly reworked to allow for multiple output files

Differences:

• Make now produces a help message by default

Known Issues:

• The windows makefile is out of date and does not work
